
Bulent Goktuna, PhD
Chairman
Dr. Bulent Goktuna is the Chairman of Nelson Group, Mineks International and Mineks Capital. Dr. Goktuna is primarily responsible for the Group's overall business strategy, organizational development, capital formation and lobbying activities.
Dr. Goktuna has always been in the forefront in the development of trade between Europe, U.S.A., Canada, Middle East and Turkey. He has far-reaching experience in a wide range of industries, from business administration to government relations, from investment consulting to Mergers and Acquisitions. Over the years, Goktuna has been a strategic advisor to numerous blue chip companies worldwide in these areas and more.
Dr. Goktuna was highly instrumental in founding Nelson International in 1989. With his drive, empowering team spirit, enthusiasm and motivation, Nelson Group, and Mineks International in Turkey, has become a leading group in its field.
In addition to his responsibilities at Nelson Group, Dr. Goktuna is also the Chairman of the internationally renowned National Golf Club in Antalya, Turkey. Moreover, Goktuna is a proactive member in prestigious organizations such as the Institute of Directors in the U.K. And at YASED, DEIK and TABA in Turkey and ATC in the U.S.A. Dr. Goktuna is also an active member of the World Economic Forum. He is the patron and special advisor to the Global Foundation for Integrative Medicines based in the U.S.A.
Dr. Goktuna is the Honorary Consul of the Republic of Zambia in Istanbul.
Dr. Goktuna channels his energy and resources into many philanthropic activities including charity works for children in need and care. He takes an active role in international organizations such as UNESCO, UNICEF, Orphanage Association and Society for the Protection of Children.
Born in Ankara, Dr Goktuna has traveled and worked in many countries throughout his life. After graduating from Ankara University with an MSc in Chemical Engineering, Dr. Goktuna went on to complete his MBA at Syracuse University in New York. In 1998, he was awarded a Doctor of Philosophy by the Open International University for Complementary Medicines. He is proficient in Turkish and English.
Dr. Goktuna is married to Janice Goktuna and has two children; Adam and Alessandra.
Seyda Altug Saglamlar
Executive Director
Subsequent to her high school education at Lycee Pierre Loti in Istanbul, Saglamlar completed a Bachelor's degree in International Business with Modern Languages at the University of London. Mrs. Saglamlar has participated in the development of Mineks International's strategies and projects on the fields of energy, M&A, construction, telecommunication, defense and transportation. Under her inspiration, Mineks International has become a unique company bringing together a number of organizations and individuals whose practices play a role in development and the enhancement of the Turkish economy. Mrs. Saglamlar, also a member of Mineks International's Board of Directors, has been with Mineks for ten years. Prior to joining Mineks, Mrs. Saglamlar worked at a company specializing in the production of chemical raw materials. Mrs. Saglamlar is proficient in Turkish, English and French, and has an introductory knowledge of Spanish. Mrs. Saglamlar is married, and has a daughter.
Tolga Goksel
Project Manager
After completing his high school education at TED Ankara Koleji in Ankara, Tolga Goksel continued his studies at the Political Sciences Faculty of the University of Ankara, where he was granted a Bachelor’s degree in Business Administration. Göksel worked as an auditor before completing his military service. Subsequently, he joined a consultancy company that specializes in the energy sector, and worked there as Project Manager for five years. Mr. Göksel has been working at Mineks since 2006 managing projects from the field of energy to transportation, defense to construction and infrastructure as well as M&A. Göksel is a member of the Turkish-Far East Business Council of DEIK. He is proficient in Turkish and English, and has an introductory knowledge of Russian.
Cecile Lavigne, M.A.
Public Affairs Executive
Ms. Cecile Lavigne finished her Political Science undergraduate degree at Galatasaray University in Istanbul. Subsequently, she attained her diploma for Post-Graduate Studies in Development and International Cooperation at Sorbonne University in Paris where she conducted extensive research in the area of EU Affairs. At Mineks, Ms. Lavigne contributes and gives assistance to consulting projects in the areas of construction, infrastructure, telecommunications and power. Additionally, she specializes in EU-funded programs and technical assistance for beneficiaries and shareholders of the projects. Lavigne is also the Executive Director of Euroconsultants Turkey, a company that specializes in EU relations consultancy. Before joining Mineks, Lavigne worked in the EU consulting business and in several humanitarian accociations. Ms. Lavigne is a member of the Turkish-French Commerce Association, and is fluent in written and spoken French, English and Turkish.
Gediz Balkanay, M.Sc.
Mergers&Acquisitions Executive
Subsequent to her undergraduate studies at Middle East Technical University, Ms. Gediz (Doğay) Balkanay attended Politecnico di Milano in Italy to partake in a post-graduate course in Regional Policy. Before joining Mineks, she pursued her professional carrier in the management consultancy industry, where she undertook both technical and executive roles in several international donor funded projects, such as the European Union and United Nations, in various territories including Turkey, Italy and Africa. At Mineks she serves as the Mergers & Acquisitions Executive responsible for various deals in energy, gaming, healthcare and banking industries. Balkanay is also a Board Member of Euroconsultants Turkey, a consulting company established in Ankara. She is fluent in Turkish, English and Italian and also has basic knowledge of Arabic.
Isil Sisman
Public Administration Executive
Born in Ankara, Ms. Sisman has a BA degree in Business Administration. She has graduated from the Baskent University in Ankara as the valedictorian. Prior to Mineks, she worked in the finance sector. She also prepared projects in fields of human resources, marketing and psychology. Ms. Sisman works in the Ankara office where she assists with the privatization, transportation, telecommunications and power projects. Ms. Sisman is responsible for coordinating Mineks' projects with the government representatives and the public administration. She speaks fluent Turkish and English, as well as introductory French.
Ilker Baburoglu, M.A.
Project Executive
Mr. Baburoglu acquired his secondary education in Belgium, at the International American High School. He commenced his university education at the Florida State University, U.S.A., majoring in Industrial Engineering and later changed his area of study and graduated from the History Department at Boğaziçi University. He attained his M.A. from the same university in European Studies. After having completed his military service, Mr. Baburoglu joined Mineks International, where he specializes in foreign relations, working with internal and external parties to initiate, run and conclude major projects of wide spectrum ranging from energy to infrastructure, transportation to agriculture. Prior to Mineks International, he held positions in the private sector specializing mainly in consultancy and foreign trade and published articles on the EU-Turkish relations. Mr. Baburoglu is proficient in Turkish, English and French.
Ece Simsek, M.A.
Project Executive
After her graduation from TED Ankara College, Mrs. Ece (Sübakan) Şimşek has acquired her undergraduate degree from the Department of American Culture and Literature at Hacettepe University. Since 1999, she was commissioned in development and execution phases of a number of purchasing, modernization and production projects in defense industry. She also received training at Ministry of National Defense, Defense Industry and Technology Training Center Command (SATEM) about the quality applications. In 2005, Mrs. Şimşek attained her Master’s Degree in Human Resources Development in Education at Middle East Technical University concentrated on improving the human potential in public and private institutions/organizations through various activities related to training and development, needs assessment, staff and program development, planning and implementing training activities, evaluating training programs and projects, performance evaluation, collecting and analyzing data relevant to human resources. She is married. She is proficient in English.
Mustafa Mendilcioglu
Senior Consultant, Energy
Born in Denizli, Mr. Mendilcioglu currently works at Mineks Ankara office. He attained his high school education at Izmir Ataturk High School which was followed by a university degree in Electrical Engineering from Istanbul Technical University. His professional career started in 1970 at different public sector companies including Turkish Electricity Administration, TRT as well as over six years of service in the foreign private sector. Mendilcioglu's business experience covers a diverse background extending from advising on all types of energy and natural resources projects to business administration and privatization projects. In 1991, he was nominated as Senior Advisor to the Ministry of Energy and Natural Resources. In 1994, he became Deputy Undersecretary for Energy Matters. Later in 1997, he got promoted to become the Undersecretary, and in 2001 he retired from the Ministry. Between the years of 2001 and 2006, Mendilcioglu developed energy projects and worked as a private consultant. He joined Mineks International at 2006, and still continues to work as a Senior Consultant with a focus on energy and privatization projects. Mendilcioglu is proficient in written and spoken Turkish and English.
Att. Cengiz Demiroglu
Senior Consultant, Legal Affairs
Mr. Cengiz Demiroglu was born in 1939 in Istanbul. He received his undergraduate law degree from the Istanbul University. He has been a member of Istanbul Bar Association since 1965. An active lawyer for 40 years, Demiroglu holds special expertise in the fields of Real Estate and Construction Law, Commercial Arbitrations and Foreign Capital Companies' legal affairs. Mr. Demiroglu has been providing his services to Mineks since the establishment of the company. Demiroglu acts as a Senior Consultant in Legal Affairs and offers conflict resolution, business and real estate law advice to clients. Mr. Demiroglu is married and has two children.
Mehmet T. Akkoprulu
Senior Consultant, Public Affairs & Government Relations
Mehmet Turan Akkoprulu was born in 1949, in Van, Turkey. After graduating from the Istanbul University with a literature degree in 1976, Akkoprulu began his professional career as a Research Fellow in Prime Ministry's General Directorate of Press and Information. As early as 1988, Akkoprulu became the Head of the Television Department in the Turkish Radio and Television Corporation (TRT). Recognized as one of the pioneers of Turkey's current media structure, Akkoprulu has promoted the first time establishment of the private TV channels in 1990s in Turkey. Later, he served as the General Manager of the newly-founded Interstar TV and Kanal 6. Mr. Akkoprulu has worked as a Senior Consultant at Mineks International since 1998 focusing in areas of public and government relations. Akkoprulu is married, and has two children.. Safak is married, and has one child.
Att. Burhan Safak, M.A.
Senior Consultant, Legal Affairs
Mr. Burhan Safak was born in 1961 in Kayseri, Turkey. After he was awarded an undergraduate law degree from the Istanbul University, he started a Master's Program, again at the Istanbul University where he published a thesis titled "Legal Status of Trade Agents". Mr. Safak is currently continuing his PhD education at Istanbul's Kultur University. Mr. Safak has been a lawyer at the Istanbul Bar Association since 1986. Mr. Safak is the owner of the Safak Law Firm in Istanbul and he has been working at Mineks International as a Senior Consultant since 2004. Safak specializes primarily in contract and trade law. He provides strategic counseling on a wide range of legal and regulatory issues, marketing initiatives and financial arbitration issues to Mineks' clients. Mr. Safak is married, and has one child.
Ceren Gürol
Executive PA
Born in Ankara Ms. Gurol graduated from Lycee du Parc High School in Lyon, France and got her BA degree in Media Studies from Webster University in St. Louis, USA. Ms. Gurol is based at the Istanbul office and is responsible for the day to day operations as well as organising extensive international client visits. She assists the integration of projects and she performs and coordinates administrative activities. She is also the Co-Director for the Turkish Ladies Open Golf Tournament that Mineks promotes. Prior to joining Mineks, Ms. Gurol worked as an associate producer at Real Productions in New York for seven years. Upon returning to her homeland she has worked as an Executive Assistant in major corporations. As a diplomat´s daughter she lived in 5 different countries and fluently speaks French, English and Turkish. She has basic knowledge of Italian and Spanish.
Jennifer Fallon
U.K. Operations Manager
Born in Massachusetts (U.S.A.), Fallon studied Business Administration at Boston University. Throughout her career, she has been Executive Assistant to Presidents/CEOs and senior executives in major strategic corporate consultancies and private equity companies such as The Parthenon Group and Harvard Management Company as well as EF (Education First). Ms. Fallon is based in the U.K. and she is responsible for day to day U.K. operations as well as organising extensive international client visits to the U.K.
Nuray Turker
Travel Organizer & Receptionist
Born in Antalya, Ms. Nuray Turker graduated from Antalya Business and Vocational High School. Subsequent to her graduation, she worked as a receptionist at Turban Belek Tourism Enterprise. Between 1998 and 2004, she served at the National Golf Club in Antalya as the guest relations representative. She moved to Istanbul in 2004, and has worked at Mineks International as a travel coordinator and a receptionist since then. Ms. Turker holds numerous certificates in the field of tourism administration, primarily in golf tourism. At Mineks, she organizes travel schedules for the staff, and sets up guests' accommodation and entertainment arrangements. Moreover, she performs and coordinates the office administrative activities such as storing, retrieving, and integrating information for dissemination to staff and clients.
Tony Martin
Events & Golf Advisor
A professional golfer since the age of 16, Mr. Martin played in his first full professional tour event at the age of 17 in 1957. He played regularly on the European tour for 18 years, with some significant success. In 1975 he decided to continue his profession in another field, namely in the promotion of professional golf. He set up a company Tony Martin Sports Promotions, organizing professional golf events in Britain and the , also consulting on the construction of new golf course projects. In 1993 he joined the National Golf Club, Antalya as the director to oversee the bringing in to play of the first championship golf course in Turkey. He remained as director until 1998 in which time he guided the team through the first 2 professional golf tournaments to be played in Turkey. He joined Mineks International as a Golf Consultant in January 2008 to promote and organize the first Ladies European Open Golf Championship in May 2008. Martin is currently working on the next Turkish Ladies Open event and advising on the management and course improvements at the National Golf Club.
Fatoş Olgun
Events & Public Relations Advisor
Born in 1969, Fatos Olgun resides in Antalya, Turkey. After obtaining her degree in Tourism and Business Administration, she started working at the 5-star Falez Hotel in Antalya, where she rotated in different positions from Assistant Food and Beverage Manager to Banquet Manager, Food and Beverage Manager to A’la Carte Restaurant Manager for 12 successful years. In 2000, she started working at well known restaurants and night clubs in Antalya at General Manager level which is followed by managing her own establishments for 3 years. In 2003, she took an active role in the organization of the Oratorio of a very well known Turkish writer “Nazım Hikmet” at the Aspendos Theather. Olgun has attended various seminars on Business Development, Communications, Contemporary Management Techniques, and Total Quality Management and she has 20 years of management experience. She joined Mineks in November 2007 and is responsible for Mineks’ Antalya operations. She is also the Event Coordinator for the Turkish Ladies Open Golf Tournament that Mineks promotes.
Richard N. Gray
Financial Director
Since qualifying as a Chartered Accountant in 1971, Mr. Gray has followed a dual career path in both the Profession and Commerce. He has worked primarily with Trust and "offshore" companies in Switzerland, Jersey, Isle of Man, Panama, Cayman and Liberia, and trading companies predominantly in the U.K., the U.S.A., Brazil, Norway, Japan, Singapore, Australia and the Middle East. In 1982, he attended the Advanced Management Program of the Harvard Business School. At the end of the 1980s, he was involved in property development both in the U.K. and in Majorca, Spain. Gray’s business interests included property development, a personalized embroidery business, a bathroom manufacturing company; a building claims consultancy, a scaffolding company, a cad cam design consultancy, a hat manufacturer and a rubber manufacturer making products for the oil business. Currently, Mr. Gray works at Nelson Guernsey as the Financial Director and is one of the oldest members of Mineks' Board of Directors. His basic qualifications include being the Fellow of the Institute of Chartered Accountants in England & Wales (Qualified 1971) and Graduate of the Harvard Business School (Advanced Management Program - 1982).
James H. Turian
Audit Director
Born in Guernsey, Mr. Turian still resides in his home town, and works at Nelson's Guernsey office. He holds the BTEC Business & Finance National Certificate and Securities Institute IAQ qualification among many others. Turian oversees and assists Mineks with its accounting, tax, and financial advisory needs. His experience since joining the profession has been exclusively in the accounting practice where he has gained wide expertise in tackling challenges related to taxation, investment and other business portfolios. Before joining the Mineks team, Turian worked at a Trust in the accounting department where he assisted on a broad cross section of clients from local businesses to merchant banks. Moreover, he assisted investment and property portfolios, trading and internet companies as well as many other asset protection vehicles under trusts. Mr. Turian recently got admitted to be a full member of the Securities & Investment Institute.
Fevzi Sen
Audit Coordinator
Born in Istanbul, Mr. Sen obtained his undergraduate degree in Business Administration from Bursa's Uludag University. Since then, he has worked as an accountant and Accounting Manager in private companies for many years. Since 1990, he has worked as a Chartered Accountant and a Financial Advisor with a broad range of companies. At Mineks, Mr. Sen is responsible for accounts preparation over a wide client base. As a Senior Consultant and Auditor, Sen provides advice on general financial practice and accounts with particular emphasis on audit and assurance, management accounting and business planning. Mr. Sen is married, and has two children.
Nilufer Vural
Accounting Director
Ms. Nilufer Vural is the Accounting Director of Mineks International. She is responsible for the accounting, finance and administrative functions within Mineks. Born in Istanbul, she graduated from the Istanbul Commerce High School, where she attained the working knowledge in accounting. Since then, she has worked in various companies as an accountant, financial assistant and financial analyst. She began her career at Mineks International in 2000. At Mineks, Ms. Vural formulates budgetary and accounting policies, prepares financial statements and presents them to the Board of Directors as well as the management. She liaises with bankers, financial and legal consultants to establish fund management arrangements. She studies investment possibilities and determines the most effective strategy for investing surpluses.
Selcen Birben
Accountant
Birben graduated from the Fatih Commerce and Vocational Training Hig School. Subsequently, she worked at a company as an accountant for three years. She, then, served in the textile sector as accounting personel. Ms. Birben is currently continuing her undergraduate education at the Open University’s Business Administration department. She works at Mineks as an accountant in the Balmumcu office, assisting with financial statements and arrangements in the company. Ms. Birben is responsible for keeping records of general financial data and examining operating costs and the income and expenditure of institutions.
