Chairman of Mineks International

Dr. Bülent Göktuna graduated with MSc in Chemical Engineering from Science Faculty of Ankara University. He got his MBA degree from Syracuse University of New York. After completed his MBA, Dr. Bülent Göktuna received PhD in integrated alternative medicine from Colombo, Sri Lanka.

Dr. Bülent Göktuna served as an analyst at the United Nations whilst just in his twenties, and went to Vietnam in this capacity in 1974. He founded the company Mineks International in 1976. Mineks engaged in metal trading and expanded rapidly to become one of the top ten global companies in the sector. Its operations in Turkey began in the early 1980s. Dr. Bülent Göktuna continues to handle the company's business and management strategies, corporate development, and capital/debt structuring.

Dr. Bülent Göktuna has significant experience in several areas ranging from management and government relations to investment consulting and company mergers/acquisitions. He has consulted many companies around the world with debt structures, buyouts, PPP’s and strategic investments. He has participated in joint ventures in the fields of energy, infrastructure, telecommunications and health. Throughout his career, Dr. Bülent Göktuna has made important contributions to improving trade between Turkey and Europe, USA, Canada, Africa and the Middle East. He currently serves as Chairman of the board of directors of Mineks International.

Dr. Bülent Göktuna is the Honorary Consul of the Republic of Zambia and the Founder/Chairman of Ageless Clinic. He also serves as the Chairman of the Board of Directors for the National Golf Club (NGC) in Belek, Antalya. Dr. Bülent Göktuna is an active member of such organizations as the Institute of Directors in Great Britain, ATC and TÜSİAD, DEİK, the Turkish-British Chamber of Commerce and Industry, and the Turkish-American Businessmen’s Association in Turkey, and serves as Co-chair on the Turkish-British Sweet-Talk Forum’s Turkey Committee. In addition, Dr. Bülent Göktuna has been actively representing Mineks International at the World Economic Forum since 2002. He enjoys golf, outdoor sports, travelling, classical music, contemporary art and fashion.


Member of Board of Directors and Director of Financial Affairs

Nilüfer Vural graduated from the Beyoğlu Business High School’s Accounting Department. 

Before joining Mineks, Nilüfer Vural worked as director of accounting, finance and administrative affairs at various international companies with operations in the textile and construction sectors. Vural formulates the budget and accounting policies for Mineks International, prepares financial statements and forwards them to the board of directors and management team. She also manages and oversees payments by maintaining relations with bankers as well as finance and legal consultants. She is responsible for researching investment opportunities, developing relevant strategies and the decision-making process. Nilüfer Vural has been working at Mineks since 2000 and is a member of the Mineks International board of directors.


General Manager

Tolga Göksel graduated from the Ankara University School of Political Science with a bachelor’s degree in Management.

He worked as an auditor at one of the world’s leading companies in the fields of consulting, corporate financing, corporate risk management, tax services and audits. He went on to work as a project manager and member of the board of directors for four years at a company that provided management consultancy in the energy sector. 

A Mineks employee since 2006, Tolga Göksel has managed numerous projects at Mineks International in fields ranging from energy, hydrocarbons, infrastructure and construction to company mergers/acquisitions, defense, public-private sector partnerships and transportation; he specializes in China, the Middle East and the Caspian Sea regions.

An active member of the Foreign Economic Relations Board (DEİK), Tolga Göksel also sits on the Asia-Pacific Business Council board of directors.



Joined Mineks Structured Finance Services in 2016 as the CEO, an affiliate of Mineks International. After completing his high school education at St. Georg Austrian High School, Kerem Kapancı continued his studies at the McDonough School of Business at Georgetown University in the United States, where he was granted a BS degree in Business Administration with a double major in Finance and International Business.

Kerem Kapancı worked at the F&B industry before completing his military service. Subsequently, he joined a top 5 Management Consulting Company and worked on internet related projects. Later, he joined a Management Consulting Company that specializes in the Telecommunications sector in Barcelona, Spain, and worked as a Consultant for two years doing projects at various European countries. After returning to Turkey, Kerem Kapancı joined the largest GSM operator of Turkey and worked there as a Manager for 8 years at different departments, ranging from Strategic Planning to Customer Relations, from Retail Development to Product Marketing. Subsequently, he established his own company and served large scale clients in the areas of Corporate Events, PR and Creative Services. In the meantime, Kerem Kapancı continued his role as the Country Manager of Mobile Marketing Association (MMA) in Turkey, and the Assistant General Manager at Mineks International. Lastly, he served as the COO of Hergüner Bilgen Özeke Attorney Partnership.

He is the Chairman of Alumni Admissions Program of Georgetown University, a Board Member of Turkish Luxembourg Belgian Chamber of Commerce, a member of Corporate Governance Association of Turkey, a member of the Georgetown University Alumni Association and a member of the St. Georg Austrian High School Alumni Association.


Public Affairs Director

Işıl Şişman received a bachelor’s degree in Business Management from Başkent University’s School of Economics and Administrative Sciences and was the valedictorian of her class. She also received a master’s degree in “International Trade and Finance” from Ufuk University. She also possesses a training certificate in “Public Tender Law, Marketing, Management and Organization.”

Işıl Şişman joined Mineks International in 2006. She works in the company’s Ankara office on numerous projects in the company portfolio, such as the defense industry, energy, transportation, privatization, construction and infrastructure, and follows up company business with government agencies.

Işıl Şişman also coordinates the Istanbul Zambia Honorary Consulate.


Executive Director

İlter Ferah graduated from the Dokuz Eylül University Department of Electrical-Electronic Engineering as an electronic engineer.

He served in various positions in the marketing and sales departments at Netaş A.Ş. from 1993 to 2004, and he worked on software, chemicals and automation as part of Circa Ltd., where he was an executive partner from 2005 to 2008. After selling the company, İlter Ferah moved to head the Selex Es Civilian Sector Group in Turkey, where he developed and implemented the company’s civilian sector sales and projects for 5.5 years. He began working at Mineks International in March of 2014 and is involved in the management of projects in areas ranging from communications and transportation to defense and construction.

İlter Ferah is a member of the Information Security Association. 


Events & Public Relations Manager

Fatoş Kalkan Ferron is a resident of Antalya and has studied tourism and hotel management.

She began her career at the Antalya Falez Hotel, where she worked successfully for twelve years in different positions, such as food and beverages and restaurant manager. She was employed as the general manager in several restaurants and night clubs in Antalya, after which she managed her own venues for three years. Fatoş Kalkan Ferron played an active role in the organization of the Nâzım Hikmet Oratorio at the Aspendos Theater in 2003. She has attended a variety of seminars in areas such as business development, communications, modern management techniques and quality management. Fatoş Kalkan Ferron is responsible for Mineks operations in Antalya, and she also coordinates the Turkish Ladies Open Golf Tournament sponsored by Mineks. She has been working at Mineks since November of 2007.


Vice Chairman

Richard N. Gray qualified as a Chartered Accountant in 1971, and graduated from the Harvard Business School’s Advanced Management Program in 1982.

He has been involved with Dr. Bülent Göktuna and Mineks International since 1986. Formerly Chairman of a NYSE company which had factories in Texas and Malaysia, he has been involved with corporate amalgamations, reverse mergers and corporate development, particularly in the USA and China.

He resides in the UK and is a Fellow of the Institute of Directors and Institute of Chartered Accountants.


Consultant, Government Relations

Mehmet Turan Akköprülü graduated with a degree in Literature from the Istanbul University School of Science and Letters.

He began his career in the Prime Minister's Directorate General of Press, Publications and Information and became the General Manager of TRT in 1988. A pioneer in the structuring of today’s media, Mehmet Turan Akköprülü served as the general manager of Interstar and Channel 6. He has provided Mineks International with consultancy since 1998.


Consultant, Legal Affairs

A graduate of the Istanbul University Law School, Burhan Şafak completed his master thesis entitled “The Legal Status of Business Enterprises” at the same university. A member of the Istanbul Bar since 1986, Burhan Şafak is currently working on a doctorate at Istanbul Kültür University.

A specialist in contract and business law, Burhan Şafak assists Mineks customers on issues such as strategic consulting, legal and regulatory procedures, marketing initiatives and finance. The owner of Şafak Law Offices, he has provided consultancy for Mineks International since 2004.


Assistant to the Chairman of the Board of Directors

Aslıhan Tek got her diploma in Economics and Management from İstanbul Bilgi University and got her Bachelor of Business Administration with a major in Marketing and Management from Mount Saint Vincent University, Canada.
She had over 7 years work experience with Royal Bank of Canada as a Manager of Client Care Risk and Operations, she has assisted in maintaining a professional manner while providing exceptional financial advice and customer service to clients. Aslıhan Tek joined at Mineks International in 2016, working as the assistant to Chairman of the Board Dr. Bülent Göktuna.
